Anyone know of software that would do this?

INTERNET MARKETING

I'm looking for software for a site that will allow visitors to leave a single post, something like a visitors log, but require the incoming user to provide username/email.

any ideas what i could use?

could a wiki be tweaked to do this so that everything is searchable or on a calendar of some sort?

I have a site where I have used a shoutbox script with the Joomla CMS. You may specify that only registered users may post. The script may be found here: Djice Shoutbox - Joomla! Extensions Directory

If you want something a little more wiki like, there is Twiki, a free open source wiki application found here: TWiki - the Open Source Enterprise Wiki and Web 2.0 Application Platform

You could setup Wordpress blog so that users will be able to join for free by leaving name/email and automatically get assigned some level where they'll be able to make a post.
But to actually force them to leave not more than 1 post - some custom plugin might need to be required. Doable though.
