Need a little help please for designing a site

INTERNET MARKETING

Hi I was just wondering if someone out there could suggest what programme - software or platform you would use to design a site similar to totaljobs.com.

If there is an open source programme out there which could build such a site then I would be very interested in knowing.

I would appreciate all your suggestions
