Is it Direct Linking/Link Cloaking illegal?

Just a simple and quick question.

Is it Direct Linking and Link Cloaking Method illegal for Google Adwords?

If it isn't illegal, how am I suppose to cloak my link and re-direct my customer to the merchant website? and if possible, is there any free link cloaking provided as well?

That is not illegal as far as I know. I never did it though but the thing is getting free link could be difficult. I think that is what makes it legal.
