Have a look through the offer threads at the number of replies.

You mention "WHM" - are you looking for shared or reseller hosting? Are you looking for hosting at all?

I am currently using an VPS hosting over here. Works great and also is within my budget.

Overall find a great offer and watch for replies and reviews. Nothing to worry.
Some work some don't. That how Internet works

    I use dozens of hosts.

(Not for something stupid like "SEO", but because I need varied locations for projects.)

When it comes to shared, some of the best ones are Arvixe, Veerotech, Site5, Namecheap and Stablehost. I never have any problems there. At worst, I'll get micro-downtimes (minute or two) from time to time. But that's understandable -- nothing is 100% uptime, but it can be close. They all run nice hardware and networks. My non-WordPress sites there can pretty much run unattended.

Disclaimer: Namecheap has that huge DDoS against the DNS about a month ago, but nothing before, nothing since. That incident was understandable, and they've worked to prevent it moving forward.

My time is mostly spent on VPS and dedicated -- and it's NOT for everyone!

We'e tried Stable host and would recommend them. Future Hosting is another good alternative. Namecheap is good as well (haven't tried their WHM reseller though their shared hosting is good)

Regarding "... are you looking for shared or reseller hosting ..." -

WHM-on-Linux reseller hosting, on a shared platform, like so many of the services are offering these days.

WHM is the name of the backend for cPanel. It's cPanel, not WHM, that runs it. Yes, I know, it's somewhat confusing.

CentOS is the Linux OS, and cPanel runs on top of it.

With different ports on the servers, you can login to
        - WHM backend for admins
        - cPanel for accounts/users
        - webmail

A very stripped-down version of WHM can be accessed by non-admin accounts/users ("resellers"), to give access to a few extra features usually reserved for admins. For example, making new accounts/users.

But it's still just cPanel. That's all you need to look for.
