One way people will do this is just to use simple arbitrage find an item for instance a phone, the best time is right after a new model comes out. People will often sell their old phones for low prices on Craigslist. I have a friend that does this and he also does simple repairs like replacing screens and does very well.

Another way to find large quantities of computers is to befriend someone who does office computer system upgrades. A lot of times the people who upgrade the computer systems will take all the old systems out. They will sometimes just sell these off in bulk quantities.

Another source is liquidation.com you can sometimes find televisions, tablets and other electronics being sold off by stores. These are often returns. It is important to do your due diligence on these items. If you know any electronics techs they can help you repair a lot of these items. I am lucky that I have a degree in electronics so if I pick up these items I can often repair them.
