If I where to have a custom website made with the my arcade plugin for wordpress with some customs features and design, how much can this cost, time to complete and where to find theses services, thank you in advance for your advice

    There's a few points in your post. I will try to clarify in hopes you get a better picture of what you looking for.

    If you want to use WordPress and when you say development you mean making the site look shinny and awesome and integrate the plugin in tha visual you are looking for a theme designer, if you want to use wordpress but you want to customize it to have different functionality without plugins then you need a developer.

    Yes a developer can be a designer, and vice versa but they are 2 different things.
