There are "free" versions but make the investment into the right tool and everything gets done faster, easier & better.

  If you are new and you don't want to spend a lot I recommend Screencast-o-matic. It's easy and it does the job for most things.

  Start with Windows Live Movie Maker. It's free and probably already installed on your PC and there's plenty of tutorials for it on Youtube.
  
  If you want to add some special effects to the video, check out the cheapest version of Sony Vegas Studio. It's more complicated than Windows Movie Maker, but has much more power. The cheapest version is about $50, but has a free 30 day trial. It also has a bunch of tutorials on Youtube.
  
  Either way, you still need to have the audio and video before they can be edited in either program.

Never had a problem with anyone of those. Camtasia is the best, but pretty expensive.

Jing and Screen-cast-o-matic have free versions.

I would do what Kurt says above and simply try out Windows Live Movie Maker, it's full of features that most people don't even realize are there.

Once you've gotten handy with the basics of video editing and compilation, move on to software like...

For Screen Recording:
* Camtasia
* EasyVideoSuite
* CamStudio (Camtasia Open-Source Clone)
* Screencast-o-matic
* Jing

For Recording Yourself on Webcam:
* EasyVideoSuite
* ManyCam
* YAWCam (YetAnotherWebcam Software, Free)
* Your Webcam's Built-in Software (Logitech, Creative, HP, Microsoft, etc)

For Making Video Presentations or General Editing:
* VideoMakerFX
* Windows Movie Maker
* Microsoft PowerPoint (Yep!)
* Adobe Premiere

And that's just the tip of the iceberg!

For me I'm still using windows movie maker and it works like a charm. There are a lot of things which most people don't realize it can do for you. That said, a time will come when I'll need to make more professional looking videos and I might invest in one of these softwares. If you are starting out, give movie maker a try. It's probably free
