Will sending a letter from the 1930s violate any copyright laws? (details inside)

I want to take Robert Collier's dollar bill charity letter, write my own version, and send it out. My version would be heavily based on the original. Perhaps not different enough to be considered a different letter by copyright law.

Is this legal?

I ask because the letter was, I believe, written in the 1930s. Does that make it public domain?

PLEASE -- only answer if you have FACTS, or something of value to share. Speculation and guessing won't help me here.

(I will, of course, verify any information gathered here with an attorney prior to sending the letter. This is just my first attempt to gather basic information.)
