cPanel is something - a software - that your host installed for you (and other clients) to manage your website. Why are you asking here instead of talking to your host company?

Seriously - why are you asking this at the WF.

It is slow because there are probably loads of other people on the server slowing it down.

It is fast when there isnt anyone else on there...

Maybe there are too many processes running on your server. I had such problems lately when something went wrong with a Wordpress plugin on one of my sites. The plugin started several cron jobs, but didn't stop them after finishing their tasks. You should be able to kill processes right from your cPanel frontend (but only if you know what you're doing!).

There could be many more reasons for that, but the problem is definitely on your/your hosting company's server.
