new members can issue infractions?

Does it make sense that someone can register under a generic name and issue an infraction even without ever making on post?

      Yep. They can. Doesn't matter, since infractions don't mean anything, the way the system is set up.

        That is good to know that it really doesn't matter.
        The main use for infractions is for members to let new folks know when they're breaking the rules.
