How to Setup Paypal Account in Countries that Paypal is not operating in?

I have a VA I want to hire in Bangladesh. I had him do some work for me but Paypal is not in his country. He has a MoneyBooker account AKA Skrill. I signed up with them over a week ago and verified my identity successfully with them. I added a credit card and a bank account.

Their back office says my VISA is verified but pending on the bank account. I have been trying to send him a payment but it errors out with no explanation given for the failure. I sent in a support ticket about 5 business days ago with no response.

I would like to use this guy's services but don't expect him to work for free. I know I have seen somewhere that it is possible for people who live in countries that Paypal has no presence in, that there is a way for them to get a Paypal account.

If anyone knows how to make this happen please let me know what to do. The guy does great work and I'd like to keep using him.

    You can use payment services like xoom.com. Also, ask him to open a 2checkout account that will help.

      I checked out Xoom and it doesn't seem Bangladesh is a supported country. I already have a 2Checkout account and I don't see anything about wiring money to people with their platform. But thanks for responding.

        No; there isn't (but I think Masterjani was perhaps suggesting that if your outsourcee can himself open a 2Checkout account, from there, he might then be able to send you a 2Checkout invoice for the amount, which you'd then be able to pay?).

    I see the change from "MoneyBookers" to "Skrill" apparently hasn't significantly changed their bizarre concept of customer service? (They can take a lot longer than that to reply to a simple question ).

    I believe there isn't an honest, safe and reliable way. "Skrill" should be suitable for you if you can just get it running smoothly and past the "teething troubles".

    Until then, could you perhaps send the initial payment by Western Union? It's not exactly ideal, but might it suffice as a temporary stop-gap? http://locations.westernunion.com/se...division/dhaka

      Thank you Alexa. I was afraid of that. You would think these processors would want to collect the fees without making you wait and jump through hoops just for the privilege of sending money. Jeez! So I guess this is a lesson on hiring VA's in third world countries. Very discouraging.

        I know ... these things always seem disproportionately difficult. I think part of it (and dare I say perhaps especially where Bangladesh is involved?) is to do with with ever-changing banking-rules and money-laundering regulations, and "compliance", and so on, but one always wonders to what extent those things might also be just excuses for poor/lazy service?

        I hear ya'. But for what it's worth, when you find a good person you want to "keep", it's really worth putting yourself out and tolerating the inconvenience, to set up a long-term arrangement with them that works well and reliably for both sides. (I know it's easy to say, but I wouldn't necessarily give up on Skrill just because their customer service sucks: I think they're honest.) I went through all this in late 2012/early 2013, and at times it was a real stuggle. But really worth it, in the long run: I've ended up now with three great full-time VA's, more skilled and helpful than I expected, "over in that direction", and I feel now that I should actually have done it all a couple of years earlier.

          You seem pretty sharp Alexa. I will trust your advice and persevere. Thank you. I guess I will just blow up their support system until they finally respond. This guy is worth the effort.
