Do rapid refunders get penalized by PayPal if found in the Wrong?

Just asking. When the seller wins the PayPal dispute and the buyer is proven to be lying by documentation, does PayPal mark their account?

I don't know, but I kind of doubt they really care.

They are under much, much more pressure to protect consumers from dishonest businesses than the other way around.

I have heard that "problem buyers" eventually get dealt with by Paypal. The first time or so nothing will happen. But if they see a pattern of buying and then requesting refunds, then they might start thinking its the buyer causing problems. eBay, who owns Paypal, do kick these types of buyers off after a while.

Credit cards are the same way with chargebacks. They will blacklist people who have too many chargebacks. Not sure what the number is, but they view too many as possible fraud.

    I believe so, yes.

I've certainly heard of habitual refunders getting their accounts closed down by PayPal. I have no idea how many times they have to do it, though, for that to happen.

This would be a great question to ask a Paypal Rep.... But then again, scammers go through Paypal accounts like we go through socks.

        Exactly.

Scammers and serial refunders will always find their way. They are quite smart people in thinking.

Only pay pal knows and probably not information they give out. Sure can't believe what people say about them online.

I had this exact issue over the last couple weeks. I had someone purchase a PLR product from me, then a few days later put in a Paypal dispute. This is my first return ever mind you. He gave almost no information and stated he didn't like the product. I returned his money as I offer a 30 day no questions asked return policy.

Two days later I see him buy a different PLR product from me, then he opens another Paypal dispute. This time I explain to Paypal (and show receipts etc) that he just purchased a very similar product a few days earlier. If he didn't like that product why would he turn around and buy another from me. I explained that he was simply buying my products, downloading them, and asking for a refund. I also stated that he never asked for a refund, submitted a support ticket or anything, he simply opened a dispute.

Paypal "ruled" in my favor and I added him to my JVZoo buyers blacklist. No issues since!
