I am starting to redesign our plaquemaster.com site, and I am trying to understand meta tags more betterer. What is "too many" phrases/words for key word meta tags? Dose G penalize you for having too many keyword phrases in your meta tags, or do they even care about your meta tags?

You don't get penalised but having two many keyword/phrases in your title tag will dilute the value of each one. The meta keyword tag has no effect anymore.

So, is there no reason to even have meta tags anymore at all?

Using words like 'betterer' will get you penalized, though !!

You need to remember that there are hundreds of search engines out there. Just because Google doesn't use a particular tag does not mean that all search engines ignore it.

meta http-equiv="Content-Type" content="text/html; charset=iso-8859-1" is to tell browser how to display text and should come before the title tag so that it is processed correctly. iso-8859-1 is good for english sites but utf-8 is good for foreign characters especially in forms

meta name="description" content="......" is your description and Google uses about the first 165 characters

meta name="robots" content="noodp, noydir" is to tell robots what to do. This one tells it not to use ODP or Yahoo directory descriptions in the search result so that it will use your description tag or text from page. There is no need to use "index/follow" because that is the default

meta name="author" content="Your Name" this is used to meet the Web Accessibility Initiative but has no SEO effect

meta http-equiv="imagetoolbar" content="no" is used to remove the context icons on large images in MSIE and can make your page look nicer

meta name="verify-v1" content="6754a8cbef......" is the verification tag for Google Webmaster account. It can help get more of your pages crawled.

While writing articles, it is better not to use very frequently keywords. You can use it 4 or 5 times in the body of the article.

Ok, so meta tags are still used. They are just not used as much as they used to be. Groovy.
