Can I open a new paypal with a credit card I canceled on my previous paypal account?

    If it's still a valid credit card i don't see why that wouldn't be possible.

    Just try it and see what happens, or else contact their support.

    Yes, you can use this credit card as long as you have removed it from your previous account.

    No one can guarantee here. Paypal might approve it but personally I would not take a risk. They can freeze your account with funds inside for some cc-related reasons in the future.

    If the credit card is good and has been removed from another account then yes you can. However, if that other account was locked by PayPal then they will be able to tell you are the same customer who had their account locked. Which might be bad for you. Otherwise if your old account was clean go for it.
