Lots of websites offer graphics and template packs for info graphic creation. Check Graphic River etc

Shocking as it sounds, PowerPoint is a GREAT image creation tool - one I've used many, many times to create my own infographics.

I've got a great over the shoulder training video on exactly that topic. Let me know if you would like me to send that your way...

You could hire a graphic designer at Odesk or Freelancer.com to create an amazing infographic.

Canva is a free image editing site that includes icons for infographics. Some of it's elements aren't free but you can find a lot of basic symbols there.

As Brad mentioned, check out the stock graphic sites to find elements to use. You'll still need to put them together so grab a copy of Photoshop for $20 a month and mix in some creativity and you should be good. Photoshop has a steep learning curve but you don't have to learn EVERYTHING it does in order to use it for graphics.

With a quick search of 'create infographic free' online, I came up with a lot of options, including, Piktochart.

MS Excel has simple but effective tools to create graphics. It's surprising but true. Just turn off the gridlines, then you have a nice white background and the ability to overlap layers like pictures and texts. Once you can move around overlapping layers of text and images, you've got a simple way to create images for the web. Just take a quick picture of the image using the snipping tool and you've got a low res but still decent enough quality png file.

If your budget is low you may wish to consider Piktochart

Alternatively you can hire an agency or freelancer but be sure to look for positive testimonials and previous examples of work as there are a lot of charlatans out there!
