Super frustrated and need advice

So here's what happened.
I paid a writer online (this person has their own personal site/company/identity online and is a single person business, supposedly writing all-original content) $150 to write me 30 blog posts for 30 days (as described on their site). We've communicated terms and agreements back and forth via email.

This person firstly asked if they could post on their Twitter/wherever that they're writing for so and so, I responded and said no, not at this time, I'd like to keep it private/ghost written for now but possibly in the future depending on quality of work.
We then got started.

I received 15 blog posts in about a month (super late, no communication whatsoever and no updates on why they weren't being delivered as promised, which was 1 per day for 30 days straight).

I had to go out of my way and write polite emails at first simply begging for them to please let me know. No communication whatsoever, they just sent a couple more blog posts (which I noticed were excerpts taken from online). I brought this up in my next email again (getting aggravated now) and basically said these were supposed to be original (aside from being late).

No communcation/updates, I then received 2-3 more blog posts. And then things just stopped.
I emailed them (very frustrated and demanding now) and no response.

A few days later I see them actively on eLance, stating that they write for my company. Completely unacceptable.

I honestly don't care about that as much, the thing that bothers me the MOST is the complete lack of communication, and completely not delivering what was advertised/promised, while continuing to see them promote themselves via multiple means and etc., (using my company as a reference). And here I am, getting not even a single reply back, and missing 15 blog posts.

After thinking about this more and more, I decided I am NOT going to let this just fly and accept this kind of treatment. I've been screwed over before and this is just unacceptable.

My question is what are my options from here? Despite not having a "contract" or "NDA" or anything like that, I do have all email communications back and forth that defined terms and etc., should I have a lawyer email them a cease and desist letter? They simply won't get back to me and I'm not going to let this happen if I can help it, I'm ready to destroy and go at this with full force and aggressively if need be, whatever it takes. As you can tell I'm frustrated, as anyone would be if they paid someone and they didn't deliver, but on top of that doesn't have the decency to even write back, anything. I do know who this person is (they have a name, state, startup company, etc.)

I know things like this will come, they're inevitable and it's part of the game. But I'm reaching out to see what you guys can suggest to help me. This type of stuff reminds me how important it is to deliver not only quality customer service on every level, but communicate and completely go the extra mile when it comes to my own business. No BS whatsoever.

Thoughts anyone?

    If this were me, I would consider two options. Hire a lawyer, which will be costly, or just email the owner (or customer support) of whatever website/service they are listing you as a reference, and tell them that the offender is using your name without your permission. That should most certainly get their attention. (For example, if the vendor has a listing on Freelancer, contact Freelancer support and file a complaint. They will probably deal with it. No lawyer required in this case).

    If you paid them via paypal I would claim at least part of the money back. Lodge a dispute and see them jump not to get their paypal closed.
