paypal 21 hold get around

I sell on ebay and ship internationally.
my business is refurb LCD and it's going nicely however the holds are killing me
two weeks ago i lost 250 dollars because of the hold.
i used to ship inspite of the hold but one buyer claimed that the item is not as described (it had more scratches around the plastic than he thought) so paypal took away my money.
so i tried to find ways around the hold
i tried to release the money with the refund trick but now it's useless
I asked buyers to pay via nornal paypal invoice for goods, but many decline
what can i do? is there a way around
