Recently, I integrated paypal standard button and Express Checkout API. If you are thinking of using those in your shopping cart, feel free to ask any questions. I will try to respond as soon as I can.

My understanding is that you need to qualify and be approved for Paypal PRO, just like a merchant account. For Paypal standard, you don't.

Did you need to qualify and be approved to add Paypal Express Checkout?

If you meant website payment pro then you will need a business account. With Website payement pro you charge the credit card in your own website without going to paypal website. There is a $30 monthly fee that you have to pay. Since you will handle the credit card processing in your website your site needs to comply with PCI compliance.

May be Paypal web payment standard will better work for you. Thanks

Is there a wordpress cart out there that works with secure (hosted buttons) paypal accounts?

You DO need to be approved for paypalpro to add paypal express. Paypal express must be provided as an option if you use paypal pro. Paypal express SEEMS, to the visitor, like paypal standard, but actually uses the merchant account. ALSO, the SSL, etc... is handled 100% by paypal.
