Cheap and good way of marketing new directory website online

I am launching a new directory website online with 2 types of users :
-users who get coupons/get to post reviews
-users who can post business information,pics videos, pdfs, keywords, etc.
Will it be good to populate the website with scrap data ?
I have a budget of 2000 USD for the first 3 months , what do you think should i approach the digital marketing of this website ?
