What were you selling? Certain items are limited in number because they are highly counterfited. And those do track by IP. You may want to look into getting a proxy to get around this but often unless you can be sure what you are selling is real it is not smart to sell such items on eBay as you will get returns which leave you in the whole from paying for shipping.

This is what I always tell them: I intend to use ppc advertising to drive traffic. I will use the landing pages provided by your network to convert the traffic. Say that, be honest about your experience, and make sure that whatever you say on your application is what you say on the phone. As for verticals, say you are interested in promoting email/zip submits, short form, and dating offers. These are easy to convert for newbies.

search for a CPA offer according to your interest using keywords. You will be able to see the Payout for each offer also.

You will also find the CPA Network which is providing that CPA offer.
