I don''t know if by the person above you, you mean your boss or something else. If it is the boss you have in mind, my only advise is to compliment only when it is due. To give an example, if you are playing golf with your boss and you compliment him on a lousy shot, it may have the opposite effect of that intended. He may think you are making fun of him and you know what it can lead to.
In addition to complimenting the person above you, I consider it equally important to compliment those below you.
