Once successful, and now at the beginning again...need advice

Please hear my story and give me your advice .
I have started my business late 2007 (3 years ago). It is a web design studio. I have already had good portfolio working for others so it wasn't hard to start. My two previous employers were among my first costumers. Right in the start my monthly salary was two times (and more) bigger than average monthly salary in my country. I was working at home with my husband, organizing my own time, making jokes and laughing all day long. Golden days ! After two years of working like that I had dozen regular clients (mostly companies in the same business like me). I considered my self successful.

When this crisis came to my country (it came later then in other countries, and we are still getting deeper), I just had a baby (baby has 13 months now) and I was on maternity leave. Here you can have paid maternity leave for 1 year. Last month my maternity leave was over and I needed to face with the crisis in my country. All my regular clients failed or are at the edge of existence. Only 40% population still have jobs. Taxes are among the highest (23% VAT and at the end of the year PIT 25%). I have to feed my family.

I feel like a beginner. I need to advertise internationally. I'm not sure what prices to put. Don't wish to lose clients because of high prices. But I also don't wish to be cheap, because I wish to make great stuff for small number of people. I don't have any money to put in advertisement. Here in my country I had several people to whom I gave 20% (20% of found job minus VAT) if they find me a job. Something like affiliate program. What do you think, what should I do and how. Should I find few people and offer them 20% for finding me job. Where can I look for those people. Or is it better to find a partner in some better standing country. But how to find a partner. I know that I have asked too much questions. But If I knew the right question than It would be easy to know the answer too.
