My understanding of this would be that "outer" change requires "inner" change.

You don't see a change in your outer circumstances until you change something inside. You shift your paradigm, look at things and people in a whole new way, and find opportunities where none existed before.

I've found every significant breakthrough in my life and business has been proceeded by some major change inside of me. And when my business starts to falter or fumble I look inside of me first--have I let my attitude slip? Am I engaged in stinking thinking? Am I thinking like a victim instead of like a warrior? Have I stopped practicing gratitude? Have I been ingesting too much negative news? Sure enough, usually when I attack those problems the business problems resolve themselves!

I believe it means in order to accomplish change you need to move forward or act, similar to a wheel moving forward and changing location. A reaction needs a reaction in order to make a difference.

On thinking about the question it seems that even the idea of change would come about as a result of a measure of dissatisfaction. The picture made me think of a cow eating grass. As long as she was satisfied with the grass she would just go on eating the grass. However, if she became thirsty or full she would change what she was doing and either get a drink or maybe just lay down and chew her cud. If her udder became full with milk she would head for the barn to get relief. It's as though the change came about almost automatically as a result of a changed situation or circumstance.

If we relate that to us wanting to make a change that also happens because we are no longer satisfied with the status quo. The word repent may conjure up different things to different people but the real meaning is to turn, maybe even turn around or put another way to change your mind. As mentioned above it is often something internal that results in an outward change of direction or action or thought.

I know this is a limited view of the idea. It's just what came to mind when presented with the question.
