What good mobile traffic source offers cost per action or install?

Cost per click costs me alot of money for nothing when 0 install. Is there any traffic source that use cost of action/install?

There are actually loads of CPA networks, could you be more specific about your product and region?

I mean traffic source, not network. The traffic I pay per action to send ad. When user install, I pay instead of paying for click.

Or dont have this kind of traffic source?
