well app development is based on user experience All you need to do is develop app for android Iphone packages and windows based or make a native app based on server configurations.

Its all upto the user requirement and experience from its uses basically apps for mobile phone develop in android version as well as windows and how you feel with new app on respect to user and mostly people use advanced android version to away from problem of not supporting.

Almost now a day's all mobile app are introducing with cross platform compatibility so that it make user to efficiently use the service or functionality of all app mobile.
