Looking at the all the functionality that the National Park Service's National Mall app has, how much would something like that cost to develop?

A cost of a Mobile app depends on different factors.

Functionalities of App
API Needed
Resource
Time Stamp
Testers
Platform-Version Potability
DB Maintenance
App Store charges
And like many more things.. Will decide the app prize

There is no guarantee that going with an expensive company, will produce an app that is capable of giving you your money back. In fact, lower-priced app developers can provide excellent results. High price doesn't always equal high quality. There are lots of factors that influence pricing. Geography is one of the most essential.

US and Canadian-based companies charge from $50 to $250 per hour
Eastern Europeans (that’s where we are) are pretty happy with $20 - $150
And Indian rates of $10-$80 per hour are quite attractive

Yes thats depends on the App features, functionalities and ui.

It is hard to say the exact expense for app to be developed. It depends on the app program language, developing period, complexity and engineer, etc.

But I would like to list the expense of app promotion after development of the app. You may own the good quality app, if there is no good method to boost it in the market, it also will not help your business.

Press Release/Blog: $150

You have to post your app details in public anywhere you can. PR is the good place to attract readers to know your app feature, function and so on.

Buy installs and reviews: $700

Every new app published in Store will rank very far in search results. Only enough installs and positive reviews will help it rank higher. Then potential users will catch it easier.

So you need to calculate the whole expense it will be.
