It's not entirely clear through what platform you plan to target it.

Though your question is not very clear but I have broken down both the mobile management tools available on AdWords, Facebook, Twitter and LinkedIn to help you target specific mobile users according to your PPC needs.
  • Google AdWords - You can target ads down to users with specific mobile and are currently connected to Wi-Fi. These targeting options are in the advanced settings section of Display Network campaigns. While targeting down to a specific carrier and device may not be relevant outside of the cell phone carrier industry, targeting by operating system and Wi-Fi may be worth testing if you dont want to waste clicks on slower-loading connections.
  • Facebook - Like AdWords, Facebook also allows you to target down to the device and operating system with the added benefit of being able to target by connection (2G, 3G, or 4G) in the Behavior section of the targeting options. Track performance by creating separate campaigns for each and using URL tagging to see which clicks came from which connection type.
  • Twitter - Twitters targeting options for mobile traffic can be found in the same place under Campaign Settings. Twitter also allows you to only serve ads when the users are on Wi-Fi, which may be best practice if you are advertising a download or content that requires streaming, like a video or webinar. See performance by platform and device in the right sidebar under the Platforms tab to help you optimize.
  • LinkedIn - Out of the four platforms in this post, LinkedIn has by far the least sophisticated interface when it comes to giving advertisers control over mobile traffic. In the current interface, there is no way to exclude mobile entirely or target by device. Therefore it is essential to use another resource such as Google Analytics to understand your mobile traffic.

Coming Soon...
