What restrictions do APPs have?

Is pretty much anything possible if youre prepared to pay for it or are there restrictions on what can be done?

I know its an open question and Im not looking for finites, but lets say someone has an idea for an APP, would their ideas have to be restricted by the current possibilities of how far an APP can go

I would say how far an app can go probably has more to do with the hardware and software of the phone itself. For example there's no way you could create a game app that allows you to steer a car by leaning your phone from side to side if the iPhone did not have that hardware installed inside it in the first place.
