Why I can't promote a website on Admob?

Hello,

I'm new in this domain and my question may seem stupid :p

But please I'd like to promote my mobile site on admob but it only gives me the possibility to promote an application as you can see bellow !

when what I want is :
(this picture is not from my account and this is what I want to get)

Please what is the solution?

Google stopped the option to advertise websites via admob you have to use adwords.

We are simplifying our suite of products by transitioning our AdMob mobile web advertisers to Google AdWords. On 2012-08-31, support for ad groups with targeting goals of "Website", "Media", and "Location & Utilities" will be discontinued, and advertisers will need to set up these campaigns using AdWords. Advertisers running campaigns promoting mobile applications will not be affected.
