There are many different ways to do on page optimization.

Pages for Google generally do not work well on Bing or Yahoo.

1. Define Search engine you want to rank for.
2. Define web technology to deploy content on like Word Press - Joomla - or Flash - or HTML
3. Decide best practice for optimization on for the above web technology
4. Best picks - Silo tech or LSI tech - for web design on site.

In general wordpress is best used for free plugins. We utilize tools for work SEO and in general stay away from Cheapo web designers and SEO services. We utilize our own LSO Latent Semantic optimization technology to enable our sites to gain traction fast.

On page optimization means optimize your website properly create meta tags, image optimize, anchor text, h1 or h2 tags for headings font of website, search engine friendly url and robot .txt files, create and upload sitemap xml etc.

Off page optimization is increase traffic and page rank on search engine through link buildings from different ways.

They are three different meanings for optimization, and I can even break those down. They all inter-relate.

Because this is in the Mobile section I assume you're talking about Mobile Websites which comes down to simplicity and ease to convert, and depending on the target what images you put and the colors you use with relevant information for a call to action.
