Application of sms is faster than Web API for sms sending?

Hey people

I am going to start sms marketing business just wonder which is the fastest for sending sms , should I use windows application or should I use web based API for sending sms?

Application is always faster compare to the web based application because application will use gsm modem and it would run without internet connection too. So if you want to send bulk sms then go for the application
