Local PPC In-App Admob changed? Click to call, etc

Hi I'm trying to promote a local business using AdMob, but it seems to have changed. It only wants to promote apps, not click to call or websites.

I know there are other networks out there, but I don't know how to find them. I'd rather stick with Google for now since it's the beast I know.

How can I do this?

I want to be able to precision target by wireless carrier and do things like block wifi traffic, etc.

I don't think google adwords is letting me do that. Is there a way? I know adwords used to allow this.
