creates simple app-how

I have seen lots asking this in the past and know stuff changes fast and new stuff comes around, so figure I'm going to ask you guys for some advice.

I want to create a very simple app for android and apple and try to submit them to the stores.
I have seen click and build type sites but from what I see there is fees involved.
Where can I go to learn say a fast track program for making an app and how to submit it, everything that's involved.
Not looking for something that I'm stuck with a big monthly bill because I used a service to make it or have the app belong to a site and that stuff.
I'm sure you guys know what I'm trying to explain.

There are so many sources you can tap into that are free to learn from. A little searching on Google and Youtube would get you far, but I found this list of available tutorials: Discover how to build an app with these easy-to-follow tutorials | App design | Creative Bloq

Haven't checked if the tutorials listed are paid or for free, but it should at least be a starting point.

Ok, after looking a reading, it seems theres a lot so my original question has somewhat changed.
I think for now I will use an app builder service.
I want to create a simple app to see the in and outs a little and be able to publish it both for android and apple.
It will be a simple app like an alarm clock.
I dont want to be locked in to the service I used, I want to actually own full rights to it.

I found this place:
AppMakr :: iPhone App Maker | Make your own iPhone App | Free iPhone App Maker
This seems to fit what im looking for except the price(99). I understand stuff costs money, dont get me wrong.
Is there other places similar that you guys have experience using that you would suggest?
