HTML5 UP! Responsive HTML5 and CSS3 Site Templates

Don't bother with 'mobile templates' just use responsive designs.

Also do you mean 'Tap-to-Call'?

What is your html/css experience level? https://sites.google.com/ is an option with mobile templates. You can implement tap to call with any mobile template using this code for the "Tap to Call" Button link:

Instead of linking to a website you see it triggers the call to the phone number.

Dave Cisneros (hope I spelled that right ... Sorry if I didn't Dave!) had WSO's that cover both your requests.
