        Why, because it's most likely true?

        I've worked for an international business that did the same thing only they chose race instead of handicap. It's a numbers game, the business supplies the numbers (unskilled labor based on race/handicap) Gov supplies the contracts worth millions ($$). The existing skilled labor does all the work, unskilled sit idle or If they're lucky doing menial jobs created just to land the contracts.

        Thank goodness for equal opportunity employment (AKA Gov contracts).

        You can pretty much bet Microsoft isn't doing this because they're friendly people, they're banking. Same goes for MS trying to bring Africa up to speed on the internet, it's all about getting paid.
