Why do I feel the average tourist on a vacation would bear the brunt of this law?

Give me a break. COPYRIGHTS do NOT protect ideas, methods, or even many appearances. That is one reason why they have PATENTS, that protect ideas and methods. They protect the EXPRESSION of them, and to a degree "look and feel". And even look and feel only covers things to prevent confusion and shortcuts in competition. And THAT is one reason why they have trademarks that protect some look feel, appearances, and confusion. Of course COPYRIGHTS are the easiest ones to get, because they are the hardest to violate.

I'm not a lawyer, but I have had to deal with them and looked at them.

I was curious as to how they would enforce the law, would they have group of photocops patrolling the tourist sites? and what would happen if the architect was dead how would you get permission?

I suppose the next step would be, when you come back from holiday you will have to get your memory banks in your brain erased in case you stored a copy.
