Every week there are more companies involved in cheating and lying about mpg and emissions tests. Is everyone cheating?

Do you think all Auto Manufacturers are cheating/lying about mpg and emissions tests?

Its not limited to cars.

TV Manufacturers have been caught artificially lowering their energy consumption when in test mode or it detects it is being fed a test signal.

Dyson says he has evidence his competitors are doing something similar their energy consumption / performance figures
