Changes To paypal Terms and agreement! Be warned Paypal is about to bend you over!

Hi everyone,Did not know were to place this but just had a email from paypal about there terms of service. so i throught id show you if you are unaware of the changes, Here is the email i received.Just wanted to see what a few warriors think of this: Good bad please comment.

From 1 June, customers who pay you with PayPal will be protected if they receive a product that doesn't match its description. Over 20 million online shoppers use PayPal and by offering them great protection, we're helping to improve their service in order to drive more overall business for you.


What does this mean for you?
If a customer buys something from your website, then makes a claim because it is 'significantly not as described', you may be liable to cover the costs. It's therefore very important to ensure that product descriptions on your site are as accurate as possible.

The change to our buyer protection policy will take effect from 1 June 2010 and won't apply to transactions made before this date. To learn more about 'Significantly not as Described' claims, click below and go to section 13 of our User Agreement.

    How is this new? I've had several "not as described" refund requests over
    my 7 plus years with PayPal.

    Nothing new here as far as I can see.

        You right i guess i just getting used to copyrighting and throught i used that to grab your attension,Sorry about that.

        i guess i had a crazy throught from seeing the email and throught its all bad news from paypal because like many here i sell alot of products by paypal like ebooks,It seems there going to take more the buyers side then the seller's side so the fraudulent dishonest buyers could use this to their potential.

        I think anyway im going to transfer my businesses to alertpay or use a script for payment and disregard paypal.

          The issue is that in the past they did not refund buyers for digital products.

          Now, digital products NO LONGER HAVE SELLER PROTECTION, just physical products that are shipped.

          FROM PAYPAL WEBSITE:

          PayPal provides coverage to U.S. account holders for eligible transactions in the event of an unauthorized payment or item-not-received claims, chargebacks, and reversals.To be eligible for PayPal Seller Protection:

          • The transaction must be marked eligible or partially eligible for Seller Protection on the Transaction Details page.
          • The item must be shipped within 7 calendar days of receiving payment to the shipping address on the Transaction Details page, and in accordance with our shipping requirements.
          • In the event a buyer files a claim, you need to respond to our request for documents and other information in a timely manner.
          • The item must be a physical, tangible good that can be shipped.Your primary residence, as listed in your PayPal account, must be in the United States.
          What's not covered

          • Items picked up locally or delivered in person
          • Services, intangible items, and digital goods
          • Claims and chargebacks where the buyer says that the shipped item is significantly not as described

    The changes from what i hae seen is that when a buyer disputes the items as "not received or described" in the paypal fashion they do they can just claim back what was purchased regardless of what items are purchased (Phyicial or infomational products)

    I can understand PayPal needing to build trust and assurance with buyers using it to make payments, but the new wording does seem a bit "loose" to me.

    I can just picture "Oh, well that shade of green looked a little darker in the picture...I want my money back."

      I've had a refund for a digital product before now- the site was broken and didn't deliver. Went through the procedure (emails to vendor etc) and got the money back. so I don't think this is actually new.

        That's a bit different....you didn't receive the product and it sounds like the seller didn't respond so the refund was appropriate.

        Now, even if the seller responds Paypal could refund.

    How interesting that consumer protection is seen as an imposition on suppliers.

    Refunds have always been available for items that are not as described. With Clickbank, customers don't even have to give a reason for requesting a refund - now THAT is something to fret about.
