What are these structures in Dallas, Tx?

Interesting video emailed to me by one of my classmates of an "FAA" structure... really? I'm no techie, but there has to be a simple, non-conspiracy type explanation for this, right? FAA structure? These things are massive!

    First just appears to be a Doppler radar tower under construction. They're used for detecting windshears and such for air traffic control. Had one near me in one town that looked like a giant golf ball on a huge tee. the sign in front of it should have been a clue.

    The artsy-fartsy suspension bridge looks like yet another way for Dallas city council to spend Trinity River Project funds. Probably designed by one of their brother-in-laws.
