California to issue IOU on tax refunds

I feel bad for anyone who has to deal with a state government like this:

California represents one of the largest economies in the world bigger than some small countries.

And it is out of money.

    Thanks for the link, I hope this doesn't start happening in other States. It's bad enough getting an IOU for a tax refund, but an IOU for a welfare check, that would really put a burden on people that don't have enough money to get through the month to begin with. I can see the crime rate going much higher, if this happens.
