Hi Warriors. I just wanted to find out if it is possible to copy the recovery partition off a computer that is not bootable (the hard drive crashed) using a live CD and burning as an ISO to a CD/DVD. Thanks in advance for your answers.

If you don't have any bootstrap for that version of the OS, you can't create a windows restore disk, if THAT is what you are asking. Last I knew, they DID check versions! AND, if the drive REALLY crashed, there is probably no hope of doing it ANYWAY. ALSO, it does NOT recover data or third party installed software. Even some SECOND party software may be missing. first party is MS, second party is the vendor, third party is YOU or ANYONE else. And even MS software you install will not be on that recovery disk.

Yes, you can. Tenorshare Data Recovery WinPE can help.
It allows users to burn ISO file to CD/DVD/USB flash drive and boot up operating system from bootable CD/DVD/USB flash drive directly. It can be used to retrieve data under any boot up problem.

Click the word 'Data Recovery Software' below to see more information.

The first think you need to do is recover some files from your broken computer’s hard drive. To do that you can either pull out the hard drive and plug it into a second computer using a spare hard drive connector or use a SATA USB docking station.
