If anyone know how to trace down people on phone or IP addresses please let me know.

There are websites you can go to and type in an IP address and see where it came from. There are also reverse phone checks. Use google, look 'em up.

Scammers know those sources too, and are largely untraceable. The time to check them out is before you get scammed.
