In the build up to an earthquake, just thinking out loud here, the pressure of solid rock mass pressing against another rock mass will cause an electromagnetic field.

If I was to place a rock under a huge amount of pressure and run a wire from one end of the rock to the other end to measure the electrical output, as the pressure increased so would the amount of electricity generated.

So if this could be measured using monitors along certain fault lines or subduction zones, since rock under pressure basically acts similarly to a battery, as you measured this electromagnetic field, if you saw this suddenly spike it could be an indication of an earthquake in the vicinity happening soon.

And since animals are particularly prone to electromagnetic fields of both positive and negative ions, the former positive ions causing a negative effect and the latter the negative ions causing a positive effect, for example near a waterfall (which is why we tend to feel more relaxed and invigorated near moving water) just perhaps, studying animal behavior in said fields of increased electromagnetic positive ion activity this could be a clear giveaway of an impending earthquake.
