Having been involved in merchant banking in the past, I saw firsthand how arbitrary the fees are and how they are in fact parasitical looting, abusively siphoning unearned profits from enterprises that are the result of hard work. It was despicable and being someone with a conscience (vs the thieving sociopaths who running the banks), I couldn't continue being part of it once I saw the true nature of the beast.

I was in Home Depot two days ago buying a buld for my room and I saw "Pay with Paypal Debit card" on the screen. I told the cashierI was surprised to see that and his responce was "So was I" .

Well, I don't know about what home depot did, or which they use, but paypal is not just a "payment processor". It is a gateway too. They also take risks. So YEAH, they tack on profit. Credit card processing can be expensive on its own, and even the banks charge different rates.
