How to fix "BOOTMGR is missing"

Hi Warriors. I have a client's computer I am trying to fix which upon booting displays the message "BOOTMGR is missing". On the next line, it displays the message "Press Ctrl+Alt+Del to restart." The computer is a Windows 7 Home Premium 64 bit version. I have inserted the recovery CD but the computer cannot boot to CD. Neither is it able to enter BIOS or Setup so I am unable to change the boot order. I tried searching online but couldn't get any information that could help me solve the issue. What do you guys think the problem could be and how can I fix it? Thanks.

    That isn't a boot cd, but it is actually a recovery and restore cd. If the person has made an image back up of their system, you can find it easily from the cd, and restore the computer to a time before the problem.

    If he hasn't made image backups, you get to mention how important they are Otherwise I would expect that to be a very difficult problem to solve.
