Is the world going crazy - or just PayPal?

I am trying to draw some money from PayPal but they are asking for a code number that appears to be two digits but which I have no idea about. I suppose it is something that was introduced in the last five years but which I didn't notice. Can anybody explain the following PayPal statement?

I thought this url would insert the image to the board - must have done it wrong but the image is there.

    Art, that link brings up a page that says you have to change the language from English to access the help center or something.

    Or maybe it's glitch in the WF. I just tried to edit a post I just made and when I clicked to post the edit I got a 404 page, broken link. So I couldn't edit it. (I sent admin a PM to let them know.)

    I have no idea about any 2-digit code for PayPal.

    I did receive a scam PayPal email this morning requesting that I update my account access information...

    I obviously didn't explain myself correctly.

    The image is of the 'Help' page in PayPal - in other words, when I clicked on the 'Help' button from my PayPal account (yes, I really was on the real payPal!) this came up and, as you can see, it tells me, in perfect English, that help is not available in English. Since the whole PayPal site is in English, I'm at a bit of a loss!
