Psychopath Who Sadistically Killed Animals And Planned To Murder Homeless People, Released Into Public

"Kayla Bourque, 23, was convicted in November of causing unnecessary pain, suffering or injury to animals, wilfully and without lawful excuse killing animals, and possessing a weapon for a dangerous purpose. Child pornography charges she was facing were stayed."

"The former SFU criminology student has admitted to taking delight in killing animals and fantasizing about shooting homeless people. Several psychologists who interviewed Bourque found she showed no remorse or insight into her crimes."

    What do you suggest out of interest? She hasn't killed anyone - yet.

      She has tortured and killed animals including her family's pets. She has threatened to torture and kill people. She has been labeled a threat to others.

      Not that long ago she would be sent to a mental institution long term where she could not harm others or torture animals...today she's relegated to that very special institution called "the public".

      ...where she will kill or maim someone and then serve a time in prison or be confined to a mental ward until she is deemed "well" and released to do it again.

      Because it wouldn't be "fair" to keep her in a mental ward before she kills a person, would it? I'd lock her up for life for what she's done to animals who can't defend themselves. In many US states she'd get years in jail for what she's done already.

      Canada has a history of high-risk violent offenders being released into the public, and then committing more crimes and harming more innocent victims. Whatever should be done, releasing an intelligent psychopath so aware of what she was doing that she studied criminology and forensics at a high-end university for the purposes of being a more dangerous and harder-to-catch criminal and actually narrated a video of her torturing and killing family pets...is a bad idea. Luckily she had a big mouth and shared her criminal fantasies with others. She may have learned her lesson, not about improving her behavior, but about being a more effective criminal next time.

        Here she would probably be sectioned under the Mental Health Act and placed in a secure unit pretty much forever.

    This is not merely something she might do. She has already tortured and killed family pets. She has already expressed intent to kill people. She's already possessed child pornography, a crime in Canada and the United States.

    I agree with the basic premise of your statement here. The question for me is how to surgically sort out glitches and dangers that emerge without compromising that principle.

      She's done enough to warrant incarceration - she's said enough to be confined to a mental facility....but she's going free apparently.

      Eventually she'll kill someone and people will be "shocked" - they will say "clearly she said she would do something like this so why was nothing done?"

      What is the point of understanding that almost all serial killers began by torturing and killnig animals? Why was the time and money spent to learn such information if you aren't going to take it seriously before people are killed? When we know the pattern - why aren't the beginning stages of killing animals treated as serious offenses?

      What is the point of a psych evaluation if the conclusion of violence is then discounted and overlooked?

      Of course you can't arrest someone for what they want to do or even plan to do. But when they start killing and are making preparations for more violence, it's time to take it seriously.
