I have seen programs that copy the code of websites and allow you to use it as your own. The one I inquired about cost $10,000.00 a year with tech. support. I know all the features I need the site to have although I have not seen one of these features on any website. I'm looking for a split screen that can be manipulated with a slider bar. Each half of the screen will represent contrasting information and the user will be able to manipulate the slider left or right to view what kind of content they want to see at any given time (and set a default if they choose).

In example:
Half the screen is the "YES" side...half the screen is the "NO" side. A slider bar at the top of the screen is used to either view more "yes" or more "no" to the point that the user may choose to view entirely one or the other. So, 50%/50%, 75/25, 80/20, 100%, and so on...

Both "yes" and "no" are voted on and ranked like Reddit or Digg by registered users. Content will have more ranking features such as stars, thumbs up/down, "hotness", etc...

Ultimately, this feature is part of what will set aside this website from other social networking sites. It will have many of the attributes of other social networking sites but kick it up a few notches. I'm looking at the big picture so that I choose a platform with unlimited scalability is the goal. Naturally users will provide content and will be able to set-up their own personal page if they choose.

Is there a way to build a social networking website by copying code and using it as your own or is that infringement on some level? In my efforts to uncover the truth I did find a new site that I like very much mashable dot com. Any help is greatly appreciated!
