A brand new hardrive is to be used as a secondary storage drive,

it is new from the packaging, does this need to be formatted?

and what way? (using the boot from windows XP cd, and format using NTFS) ?

Hardrive is a Seagate Baracutta
Using Windows XP Professional,

or it doesn't need formatting atal ?

Format it. I used to do it with a boot floppy, but there are boot CDs you can get that can do it these days of the disappearing floppy.

The drive manager built into XP will format it and yes, you do need to format it if it doesn't come pre-formatted. If you plug it in and it works, then it's already formatted. If you plug it in and you can't see it, then it needs to be initialized and formatted.

I have only ever had external drives that are already formatted. It seems dumb to sell one that isn't formatted.

      he said secondary, NOT external.
It would be silly to sell externals not pre formatted, but then again
with all the different os's, maybe not so much.

sometimes it can be a very sound investment to pay a little more and get it from a real shop

yes, if you find it necessary, it would not hurt anyway if you format it.
