A Joe prediction:

It may not be Brazil but the Internet will continue to move away from US (and NSA) control.

Brazilian president Dilma Rousseff... another one of her proposals could perhaps be more significant: a set of measures intended to extricate the internet in Brazil from under the influence of the US and its tech giants.
maybe it will be a pressure for the United States to change its practices that came to knowledge after the Snowden leak,
The article it here,

I hope they succeed. It's getting sickening the way my country seems to think it owns the world and everything/everyone in it. It would be great to have options that don't include Big Brother's nose up my rear. It's getting uncomfortable as hell.

They can't really get control of THE internet, and it is currently ILLEGAL to do so in a meaningful way. THIS is talking about creating ANOTHER internet. And the planned entry point in the US is apparently FLORIDA! They apparently plan to have 8 such points, and three are in areas that may not see this as a good thing. I believe it includes TWO in china.
